Changes to SWAT

Make any SWAT class a vote to play, crazy how theres so many filters to get people to not be able to rdm e.g., money

yet you can switch to a class that gives you the power to rda and rdm all in one

What if we required them to be CP first? Like how the Chief is.

That would work, just some barrier that doesn't allow it to be an entry level job without a vote

+1 it still wouldn't fix anything but it would be more work for people trying to abuse
