Multiple suggestions

I put some effort into finding major flaws in gameplay, and from what I gathered here are a few of the major ones I found, and some that I believe would improve overall gameplay. Please feel free to leave other suggestions that I forgot!

NLR Rules: There are currently no rules regarding NLR, just the implementation of the NLR circle. I've seen many players along with moderation that uses this as a loophole.

Code:
1) Once you die, you forget everything that happened to you in your past life.
2) You may not return to the area where you died until you wait the 5 minute NLR Area cooldown time.
3) Your NLR is not limited to the size of your NLR circle. If you return to the area where you died and continue to influence the ongoing RP, you are breaking NLR.
Drugs: Drug prices have to be increased, along with increasing the manufacturing price (especially meth). There is currently not a single incentive to use drugs. Drugs produce not even a portion of what printer's provide, and should not only be for beginning players. Currently, experienced players don't produce drugs whatsoever, because it's much simpler to just spawn some printers and go AFK. The easiest way to give an incentive is to make weed the intro drug, then lean, and then creating meth should be a huge investment with a decent payout for the work.

Radio DJ: Add the radio DJ back. Its fun, and it's a necessity of DarkRP.

Metagaming Rules: There are no rules about metagaming, just another loophole to close.
Code:
1) Using information that your RP character does not know.
2) Using your fading door keys to open the keypads and buttons too quickly versus actually using the keypad or button itself. (FDA)
3) Acting upon visual effects or sounds that can be seen/heard through a wall that you wouldn't normally see or hear.
4) Using out-of-character (OOC) information in-character, and vice versa.
Gang Territory Rules: Currently no rules for territories, which is a core part of gameplay on the server.
Code:
1) You may only capture/defend gang territories as a raiding class.
2) Government Officials may not help gangs capture territories whatsoever.
3) Government Officials may capture gang territories to make them "unowned".
4) While capturing a gang territory, all members of the opposing gang can be KOS in the vicinity. [with reference to rule 6]
5) After failing to capture a territory, you may try to capture the same territory after 10 minutes.
6) You may not KOS non-raiding classes while capturing a gang territory
7) Police may AOS for capturing gang territories.
Prop Health: Props' visibility should not decrease with health, it's very frustrating when someone can just shoot your base and it ruins the coloring, along with allows them to see inside. This is extremely problematic for hobos when people can just shoot their prop once and gives them full visibility of everything inside
