This is about that one part of the sewer that goes down a ramp with a small glass room above water. I know that the whole room down there is probably considered public and can't be based on by non-hobos. However, it has only one entrance and doesn't go anywhere else. I think it would be really cool for a gang to be able to build a base there without getting permission for a super base.
